Does United Arab Emirates have a citizenship test? How naturalisation works

Last reviewed: October 22, 2026 · Checked against the official source linked on this page.

The United Arab Emirates has no citizenship test. Nationality is governed by Federal Law No. 17 of 1972 on Nationality and Passports, as amended, which requires applicants to be proficient in Arabic, to have a lawful means of living and a good reputation, and not to have been convicted of a crime of honour or integrity. There is no published exam, question bank or pass mark; applications are assessed through security and background vetting, and new citizens take an oath of allegiance.

Residence routes under the 1972 law

The law sets different periods by origin: three years for Arabs of Omani, Qatari or Bahraini origin (Article 5), seven years for other Arabs (Article 6) and 20 years of continuous lawful residence for everyone else (Article 8), a route often described as “30 years” and granted very rarely and at the government’s discretion. A foreign wife of an Emirati man can apply after making a declaration to the Ministry of Interior and three years of residence, renouncing her original nationality (Article 3); foreign husbands of Emirati women have no route.

The 2021 investor and talent route

In January 2021 the UAE amended the law to allow investors who own property in the UAE, doctors and specialists with at least ten years’ experience in an in-demand field, scientists with ten years of active research and recognised awards or funding, inventors holding a UAE-approved patent, and intellectuals and artists with international awards, together with their spouses and children, to receive citizenship. The key feature is that this is a nomination-only route: candidates are put forward by a Ruler’s or Crown Prince’s court, an Executive Council or the Cabinet, and cannot apply themselves. Unlike other routes, these nominees may keep their existing nationality.

Authority, dual nationality and timing

Files are handled by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) and the Ministry of Interior, and nationality is conferred by federal decree. Processing times and fees are not published. Dual nationality is generally not permitted: citizenship can be withdrawn from anyone who acquires another nationality (Article 15), and naturalised citizens can lose it after four years of continuous residence abroad (Article 16). The golden visa expansions of recent years are long-term residence, not citizenship.

How to prepare

  1. Check which article of the 1972 law you fall under – 3, 7 or 20 years – before planning anything.

  2. If you are a potential investor or talent nominee, the route runs through a Ruler's court, Executive Council or the Cabinet, not a personal application.

  3. Use the quiz to learn the UAE's federation, institutions and symbols; Arabic proficiency is the formal requirement.
