The Kazakhstan citizenship test and how naturalisation works

Last reviewed: October 22, 2026 · Checked against the official source linked on this page.

Kazakhstan has a citizenship test. An order of the Minister of Science and Higher Education of 8 October 2024 introduced a mandatory test of the Kazakh language, the fundamentals of the Constitution and the history of Kazakhstan for people acquiring or restoring citizenship. It is run by the National Testing Center, with online registration at app.testcenter.kz, and sittings are held periodically (for example on 22 August 2026, with registration from 10 to 20 August).

Format and pass mark (2026)

The test is scored out of 100 and was restructured after a July 2025 draft so that it now has 30 Kazakh-language questions (minimum 15 points), 40 tasks on the Constitution (minimum 20) and 30 history questions (minimum 15), with an overall pass mark of 50. The Constitution and history sections can be taken in Kazakh or Russian. You have 2 hours 10 minutes, plus 30 minutes if you have a disability. The fee is 14,693 tenge, a paid practice test costs 3,355 tenge, and the electronic certificate is valid for two years. The original 2024 version had 100 questions (60 language, 15 Constitution, 25 history) and a pass mark of 60, so older guides may quote those figures.

Who qualifies

The general route is five years of permanent residence, or three years of marriage to a Kazakh citizen. A simplified procedure with no waiting period applies to ethnic Kazakhs (kandas), repatriates and the descendants of victims of political repression, citizens of Russia, Belarus and Kyrgyzstan, former Soviet citizens with close relatives in Kazakhstan, widows and widowers of citizens, minors and people with special merit; these cases are decided by regional police departments within three months.

Decision and dual citizenship

Citizenship is granted by presidential decree after the migration police of the Ministry of Internal Affairs and the Presidential Administration review the file. Kazakhstan does not allow dual citizenship (Article 10 of the Constitution): you must prove that your previous citizenship has ended, usually with a notarised renunciation.

Our questions are written in English on the same three content areas as the official test — the Constitution, state institutions and the history and symbols of Kazakhstan — so that you know the material; the real test is in Kazakh (with the Constitution and history sections also available in Russian).
