The Luxembourg citizenship test and how naturalisation works
Last reviewed: October 22, 2026 · Checked against the official source linked on this page.
Luxembourg has two citizenship requirements that work like a test. Under the Nationality Law of 8 March 2017 you must pass the Sproochentest in Luxembourgish and satisfy the civics requirement “Vivre ensemble au Grand-Duché de Luxembourg”, either by attending a course or by passing an exam.
The Vivre ensemble course or exam
The civics requirement is run by the Service de la formation des adultes (SFA) of the Ministry of Education. You can attend the free 24-hour course in French, German or English (also online), split into three modules: fundamental rights (6 hours), state and communal institutions (12 hours) and the history of Luxembourg and European integration (6 hours). Or you can sit the free computer-based exam at Esch-Belval: 40 multiple-choice questions — 10 on rights, 20 on institutions and 10 on history — and exam-only candidates must also pass the history module. The ministry does not publish a pass mark; third-party guides cite 70% (28 of 40) in 60 minutes. Holders of the CAI civic-course certificate are excused the history module, and medical exemptions are possible on a specialist’s certificate.
The Sproochentest
The language test, run by the Institut national des langues Luxembourg (INLL), checks speaking at A2 and listening at B1. You pass with at least 50% in speaking, or a lower speaking mark is compensated if the average of both parts is 50% or more. The fee is €75, refunded by the Ministry of Justice after you file your application. People who completed at least seven years of schooling in Luxembourg are exempt, and residents of twenty years or more can take 24 hours of Luxembourgish lessons instead.
Residence, procedure and timing
Naturalisation requires five years of legal residence, the last twelve months uninterrupted (reduced from seven years in 2017). Option routes under Articles 23–27 cover, among others, spouses of Luxembourgers after three years of marriage and residence, adults who completed seven years of schooling in Luxembourg, residents of twenty years, and parents of a child born in Luxembourg. You apply in person to the civil registrar of your commune; the procedure is free, the Minister of Justice must decide within eight months, and refusals can be appealed to the administrative tribunal within three months. Luxembourg allows dual nationality; in 2025, 8,223 people acquired Luxembourgish nationality (1,298 by naturalisation and 6,544 by option).
Our questions are written in English on the three Vivre ensemble modules so that you know the content; the course itself is available in English.

Is there a citizenship test in Luxembourg?
Yes, two parts: the Sproochentest (Luxembourgish speaking at A2 and listening at B1, €75, run by the INLL) and the “Vivre ensemble au Grand-Duché de Luxembourg” civics requirement, satisfied either by attending the free 24-hour course or passing a free 40-question multiple-choice exam.
Can I skip the Luxembourg civics course by taking the exam?
Yes. The exam covers the same three modules (rights, institutions, history and European integration) with 10, 20 and 10 questions, computer-based at Esch-Belval; third-party guides cite a 70% pass mark but the ministry does not publish one.
How hard is the Sproochentest in Luxembourg?

The procedure is free and the Minister of Justice must decide within eight months of your application being lodged with your commune's civil registrar. In 2025, 8,223 people acquired Luxembourgish nationality.
