Does South Africa have a citizenship test? How naturalisation works

Last reviewed: October 22, 2026 · Checked against the official source linked on this page.

South Africa has no written citizenship test. Section 5(1) of the South African Citizenship Act 88 of 1995 asks the Minister of Home Affairs to be satisfied that you can communicate in one of the official languages and have adequate knowledge of the responsibilities and privileges of South African citizenship. These are checked administratively through your application and, where the Department requires it, a personal appearance (section 5(7)); no exam, question bank or pass mark is published.

Residence and routes

You need a permanent residence permit and then five continuous years ordinarily resident as a permanent resident immediately before applying; time spent on temporary permits does not count (section 5(3)). Because permanent residence itself usually follows five years of work residence, most people wait around ten years in total. Spouses of South African citizens qualify after a shorter prescribed period of residence while married (section 5(5)), minors can be included with a permanent-resident parent, and the Minister may waive the residence requirement in exceptional circumstances and report it to Parliament. There is no investment route.

Language, character and the declaration

Any of the twelve official languages counts, including Afrikaans, English, isiZulu, isiXhosa, Sesotho and, since the 2023 constitutional amendment, South African Sign Language; the Act sets no proficiency level. You must be of good character and intend to continue residing in South Africa, and if your current country does not allow dual nationality you must show that you have renounced it (section 5(1)(h)). Adults make the declaration of allegiance in Schedule 1 before the certificate of naturalisation is issued.

Procedure, fees and timing

Applications go to Home Affairs offices or missions on form BI-529 (DHA-529). The regulated fee is R300 for the certificate of naturalisation. There is no statutory decision deadline, and multi-year backlogs have been widely reported.

Dual citizenship

Dual citizenship is now clearly allowed. On 6 May 2025 the Constitutional Court (Democratic Alliance v Minister of Home Affairs) confirmed that section 6(1)(a), which stripped citizenship from South Africans who acquired another nationality without prior permission, was unconstitutional with effect from 6 October 1995; anyone who lost citizenship that way is deemed never to have lost it.

Official citizenship testNo. South Africa has no published citizenship knowledge test. Naturalisation requirements still apply; see below and the official source.
How naturalisation worksThere is no written citizenship test. Section 5 of the South African Citizenship Act 1995 requires that you can communicate in one of the official languages and have adequate knowledge of the responsibilities and privileges of citizenship, which the Department of Home Affairs assesses through the application and, where required, a personal appearance. Adults make a declaration of allegiance before the certificate is issued.
Language requirementAny of South Africa's 12 official languages (the 11 languages plus South African Sign Language since 2023). The Act only requires that you can communicate; no level is set and there is no standardised test.
Who it applies toPermanent residence holders who have been ordinarily resident in South Africa for 5 continuous years as permanent residents immediately before applying, are of good character and intend to continue living in the country. Spouses of citizens qualify after a shorter prescribed period of residence while married.
ExemptionsNo test exists, so there are no exemptions. The Minister may waive the residence requirement in exceptional circumstances (section 5(9)). Dual citizenship is allowed: the Constitutional Court ruled in May 2025 that the automatic-loss rule in section 6(1)(a) was unconstitutional, with effect back to 1995.

How to prepare

  3. Check whether your current country allows dual nationality; if not, you must show renunciation under section 5(1)(h).

South Africa citizenship FAQ

Is there a citizenship test in South Africa?

No written exam. Home Affairs must be satisfied that you can communicate in one official language and have adequate knowledge of the responsibilities and privileges of citizenship, which it checks through the application and any required interview, and you make a declaration of allegiance.

How long do I need to live in South Africa to naturalise?

You need a permanent residence permit and then five continuous years ordinarily resident as a permanent resident; time on temporary permits does not count, so most people wait around ten years overall.

Does South Africa allow dual citizenship?

Yes. The Constitutional Court ruled in May 2025 that the automatic-loss rule in section 6(1)(a) was unconstitutional, retroactive to 1995, so South Africans no longer need prior permission to keep their citizenship when acquiring another.

What does South African naturalisation cost?

The regulated fee is R300 for the certificate of naturalisation (form BI-529/DHA-529), plus R90 for duplicates or a confirmation of status.

Which languages count for South African citizenship?

Any of the twelve official languages, including Afrikaans, English, isiZulu, isiXhosa, Sesotho and South African Sign Language; the Act sets no proficiency level and there is no standardised test.
