Does Singapore have a citizenship test? How naturalisation works
Last reviewed: October 22, 2026 · Checked against the official source linked on this page.
Singapore has no citizenship test. In a written parliamentary reply on 7 July 2026 the Ministry of Home Affairs confirmed that there are “presently no prescribed assessments” of civic knowledge or English proficiency for citizenship applicants. What exists instead is the Singapore Citizenship Journey (SCJ), a mandatory programme that approved applicants aged 16 to 60 complete before citizenship is granted.
What the Singapore Citizenship Journey involves
The SCJ, run through sgjourney.gov.sg by ICA, the Ministry of Culture, Community and Youth and the People’s Association, has three parts: an online e-learning module on Singapore’s history, key institutions, the responsibilities of citizenship and shared values, with quizzes that are for learning rather than pass or fail; an experiential visit to historical landmarks and national institutions, or a half-day introduction to community service; and a Community Sharing Session with grassroots leaders about living in a multiracial, multireligious society. The questions on this page cover the same ground so that the module holds no surprises.
Who can apply
The general route is at least two years as a permanent resident and age 21 or over. Spouses of citizens need two years of PR and two years of marriage; unmarried children under 21 of citizens can be registered without a PR period; students need more than three years’ residence, one year of PR and a national examination or Integrated Programme pass; aged parents of citizens have their own route. There is no investment route to citizenship: the Global Investor Programme leads to permanent residence only. ICA assesses applications holistically, looking at family ties, economic contribution, qualifications, age and length of residence, and may call applicants for an interview to verify documents.
Fees, timing and the Oath
Processing takes up to 12 months (about one month for overseas-born children of citizens). The fee is S$100 to apply, S$70 for the citizenship certificate and S$10 for the identity card. At the citizenship ceremony you take the Oath of Renunciation, Allegiance and Loyalty. Singapore does not permit dual citizenship for adults, so you must renounce other nationalities first; minors who hold two citizenships must choose by age 22. Male citizens and PRs are liable for National Service.
