Does Finland have a citizenship test? How naturalisation works

Last reviewed: October 15, 2026 · Checked against the official source linked on this page.

To become a Finnish citizen by application you need a sufficient period of residence in Finland and at least satisfactory skills in Finnish or Swedish, spoken and written, which many people prove with the National Certificate of Language Proficiency (YKI). Other conditions also apply. Migri’s published requirements do not currently include a citizenship knowledge test, although the government has proposed introducing one, so check for changes.

This practice set is a civics quiz to help you learn about Finland’s government, history, geography, culture and symbols. It is not an official exam. Always confirm the current requirements with the Finnish Immigration Service (Migri) before you apply.
