Does Cuba have a citizenship test? How naturalisation works

Last reviewed: October 22, 2026 · Checked against the official source linked on this page.

Cuba is introducing a citizenship procedure for foreigners. The Citizenship Law, Ley 172 de Ciudadanía, was approved on 19 July 2024 and published in the Gaceta Oficial in May 2026 together with new migration and foreigners laws. Sources disagree on whether it applied immediately or 180 days after publication.

Is there a test?

Reports on the 2024 draft said that foreigners applying for Cuban citizenship must pass an exam on the rights and duties of Cuban citizens. We have not been able to confirm the final wording, and the format, pass mark and fee of any exam have not been published, so this page does not describe a test format. Check the Gaceta Oficial and the Ministry of Interior before applying.

Other requirements (draft law)

Applicants must be adults with five years of permanent residence in Cuba (two years for the spouse or parent of a Cuban by birth), show adequate social integration, have authorised work if of working age, have no serious criminal record, make a declaration of intent before a notary and provide letters vouching for their conduct. Decisions are made by a Citizenship Authority within the Ministry of Interior, with the President deciding exceptional cases.

Dual citizenship and renunciation

Under the new law, acquiring another citizenship does not mean losing Cuban citizenship, but inside Cuba — and when entering or leaving — Cubans must use their Cuban status only (“effective citizenship”). Renunciation is possible only from abroad and only for people who hold another citizenship, recovery of citizenship is allowed once, and naturalised citizens who live abroad may lose citizenship if they do not reaffirm it at a consulate.
